The headliner fabric can't be re-glued because it's the foam backing that's deteriorating, and the glue has nothing to stick to.  Best bet is to get a replacement headliner from Saabstuff.  The price is very reasonable and installation is in two halves, which is a lot easier than a one-piece replacement.
