Remove the glove box.

Two screws secure the panel to metal tabs in the front, toward the top; remove the screws.
Rotate the panel down, then pull it forward.

Relay locations are on a diagram on top of the glove box.

To re-install:
Note the two metal hooks in the back of the dash cavity, and the two plastic bars in the back of the relay panel; the bars are about 1/4" in diameter and they bride a couple of slots at the rear of the panel. 

Tilt the front of the panel downward and slip the bars over and onto the hooks, then rotate the panel up and secure it with the two screws.
